Tesla just released an update with parental controls. Locks it in chill mode and you can set a speed limit. It Also turns on all safety features such as auto braking and locks them.

you can now enable Parental Controls in Tesla via PIN to apply maximum speed limit, reduce acceleration to Chill, force-enable active safety settings & enable curfew notifications if the car is driven past 11 pm.
